In a saucepan, sauté the contents of the packet with half of the olive oil over low heat for 5-7 minutes. Turn up the heat, add salt, pepper, lemon juice, remaining olive oil along with 1 1/2 cups of water and stir. Once they start to boil, cover the pot, reduce the heat to half and simmer for about 15 minutes. Immediately afterwards, open the lid of the pot and allow the food to simmer for another 5 minutes or so.
